About the campaign
A community-led response to the MOD Bicester proposal
Wrong Plan. Wrong Site. is a non-political campaign led by residents from Bicester and the surrounding communities.
Why the campaign was formed
The campaign was formed in response to the Government’s proposal to use MOD Bicester Site A as a large asylum accommodation centre for approximately 1,250 single adult men.
We believe the scale of the proposal, the isolated location and the use of an urgent planning process raise serious questions that must be answered before any decision is made.
Our campaign is focused on the proposal itself: the site, the evidence, the planning process and the impact on local communities.
It is not a campaign against the individuals who may be accommodated there.
Local residents were given very limited notice of a proposal that could affect the area for at least ten years.
Important questions remain about:
- Road and pedestrian safety
- Public transport and access
- Healthcare and public services
- Policing and emergency planning
- Water, wastewater and electricity capacity
- The condition of the former military site
- Environmental impact
- Cost and value for money
- Consultation and democratic accountability
- The justification for treating the proposal as urgent
Wrong Plan. Wrong Site. was created to bring people together, gather reliable evidence and ensure that local concerns are represented clearly and responsibly.
What we are doing
A team of community volunteers is working across a number of areas to:
- Research the proposal and its likely effects
- Review Government statements and planning documents
- Gather evidence from public bodies and service providers
- Examine the site’s planning and legal history
- Identify information that has not yet been published
- Keep residents informed
- Encourage constructive public participation
- Prepare for the possibility of a legal challenge
We are also working to establish a formal legal entity so that the campaign can accept donations and commission professional advice where needed.
Our approach
- Evidence before assumptions
We aim to support factual statements with identifiable sources wherever possible.
Where information is incomplete or unavailable, we will describe it as an unanswered question or evidence gap rather than presenting speculation as fact.
- Transparency
We will explain what is known, what remains uncertain and where our information has come from.
As new evidence becomes available, we will update the website and correct information where necessary.
- Respect
We understand that local people have genuine concerns and deserve honest answers.
We also believe those concerns should be expressed respectfully and should remain focused on the proposal, its operation and the Government’s decision-making process.
- Independence
Wrong Plan. Wrong Site. is not affiliated with any political party.
We welcome support from residents and representatives from across the political spectrum who share our call for transparency, proper planning and meaningful consultation.
What we believe
We believe that a proposal of this scale should only proceed if the Government can demonstrate that it is:
- Safe
- Suitable
- Sustainable
- Properly costed
- Supported by robust evidence
- Subject to meaningful public scrutiny
- Reached through a fair and lawful process
At present, we do not believe that case has been made.
The Government should publish the full evidence, explain why Site A was selected and give local communities a genuine opportunity to be heard before any final decision is taken.
Who is involved?
The campaign is run by volunteers from the local community.
Those involved bring a range of professional and personal experience, including research, planning, law, communications, public services, infrastructure, finance and community organisation.
Some people contribute regularly, while others provide specialist help when needed.
No single person or political organisation owns the campaign. It exists because local residents have chosen to work together in defence of proper process and accountable decision-making.
